I’d like to switch from dial-up internet to a cable internet connection and was thinking about getting Comcast. Does this mean I also have to have Comcast digital cable tv? I have regular local cable (not digital), although Comcast is the provider for that as well.

no, unlike dsl you can have cable internet without having to having cable. With dsl on the other hand in order to have it you need to have a landline.

No. You can have Internet alone. You may want to talk to them about a package. I went with Cox Cable and am saving $45mo by having VoIP(phone)cableinternet all with one provider.
Most cable companies have a value internet package that start at $26mo. for 256Kbps.

If you do not get some form of cable tv they well automatically charge you 57.99 (Internet) + 3.00 (Renting Modem).
If you get cable it is 42.95 for internet plus the 3.00 for modem. Then you add on the cable price. I would recommend the basic for 17.
And then get directv or dish net for real TV.
You are going to have to pay them 60 for internet no matter what you do.
The reason they do this is because of DSL requires you to have a landlines for 17 a month. So that is why comcast charges that 17 extra.
