I live in an apartment building facing a side where I cant hook up a satellite dish and watch it. I want to watch international tv, and im aware of some people who have some types of recievers that are plugged into the computer and into the television. What would my best bet be?

Check if your video card has some kind of output like S-Video or similar.
If it does, put a cable connecting it to your tv, and its done.
